microsoft does have a plan for win10 mobile. The good news is i believe i can run any of the same apps on win10 mobile that i can run on win10 desktop, but the interface would be different, perhaps a bit 'fatter'. not surprising since it is a mobile phone. you can run the same apps on win10 mobile, but the user interface is different.
